So if you get highest smithing you can, make a legendary level daedric bow at a grindstone, use daedric arrows, (which are rare as hell), and give it a great enchantment, it will be the most powerful bow you could hope for. I snuck up on a dragon sleeping on top of a tower and looted the chest before killing it, so I got to use the ebony bow to kill it instead of my elven bow

Personally I have been using the hunting bow ( located in dungeon with silver hand or can be bought in whiterun) try upgrading to steel arrows that may help. But near the end of that you go to a place called labarynth its a really long dungeon, inside it are spectral daurgs and they have kinda ghosty weapons, one of them have a bow called the spelldrain bow and it is well above the stats of the other bows, I was using the falmer bow up to then but the spelldrain is beast
