Why would they give you all the map packs for two games for the price of one year's subscription? Some people bought their Elite memberships half way through MW3s lifespan, meaning their membership would carry over to BO2. (Obviously) But I'm going to assume that you will still keep Elite and be able to use all of it's features and what if offers, but if you want the Black Ops 2 DLC then you are going to have to get the Elite services again
